Nope.  Still nuthin at this end.

We are using ISA as firewall/proxy but can't imagine that is accounting for
the difference in experiences here.

Doug's recommendation, http://as400service.ibm.com , is also dead at my end.

ISA says:

10060 - Connection timeout
Internet Security and Acceleration Server

Other IBM sites work fine for me though.
