If you are interested in Portal, you have to purchase that, but a copy of 
the WAS (non express) comes with it.

V5R3 includes WAS Express 5.1 (5722E51) although you do have to explicitly 

install it.  I believe you can install version 5.0 as well, although you 
may have to explictly request the CD.

The WAS Base and Network Deployment versions would require a license.  A 
license for Express is included with OS/400.
