Define "messages".

If you mean the messages that are in the default message queue for the user, 
then perhaps:

 ==>  chgusrprf someuser DLVRY(*BREAK)

...is all you need.

But if you mean "messages" as in some kind of inbox or file, then an initial 
program might be the way to go.
