To add the routing entry did you do a ADDTCPRTE that was pointed to the
firewall?  Did the default parameters work?

Turns out that the one thing I wasn't being told was the
key: the end-user could access the Telnet server fine from
inside their firewall, and the firewall was configured to
let it through, but the route table on their 400 didn't
have a listing for the firewall.

DUH!!

As soon as that oversight was corrected (and we've added
it to our troubleshooting crib-sheet), Telnet worked fine.
