Just a couple of ideas. I'm sure you've looked already but I'll ask anyway. First, do you have an exit program on exit point QIBM_QTG_DEVINIT? Second, do your controllers (*CTLD) have authorization lists on them? If so, is the user authorized to them? Third, do your devices (*DEVD) and their message queues (*MSGQ) have authorization lists on them?
