I'd go along with that suggestion, too. Have you looked for errors on QSYSOPR, 
QSYSMSG and in the telnet server joblog?

I've also seen problems from using a telnet client that had CCSID setting that 
was not compatible with than on the 400, however I think this occurred after 
login. Might be something to check, though.
