I honestly don't know if it exists anymore, but you used to be able to do 
things like that with an EHLLAPI program. I see there is still an option in 
Client Access to enable EHLLAPI support, but I don't know where you get the 
libs to linik in with your code.

I am looking for a technique to capture individual keystrokes and interpret
them before the user presses enter or a command key.
 
The project is to create a free-form text entry screen with word wrap,
destructive backspace and insert capabilities. This needs to work on client
access emulation sessions. The users prefer the green screen format, not
gui.
 
I have searched the archives but have come up empty. We are current at V5R2.
