System values for passwords

If I change the system value for the min/max length of passwords, when does
it take effect?   What I am asking is what does it do to the person whose
password is too short?  Will it wait until password expiration to enforce
the rule or will it be enforced on the next sign on attempt?

Same question for expiration.   Some will change from *nomax to 90 days.
When does that kick in?
