min/max take effect the next time they change their passwords.

Expiration takes effect at next sign in.

i5/os has something called "help".  If I do a DSPSYSVAL QPWDMINLEN and 
then press F1 on the screen, somewhere in there I will see:
A change to this system value takes effect the next time a password
is changed.  The shipped value is 6. 

If I do a DSPSYSVAL QPWDEXPITV, and then press F1 on the screen, somewhere 
in there I will see:
A change to this system value takes effect immediately.  The shipped
value is *NOMAX. 

This I think is wrong.  What do you thing, Al?  Doesn't it only check at 
sign on time?
