Yep, they're similar situations. Any time software is developed using tools and methods not common to the iSeries its gonna take a lot of extra work to port or re-develop for the platform. I don't know whether it's "bad", as you've described it. I've seen the phenomenon all over the industry and I can understand the technical and business reasons behind it. It may, however, suck if you're the customer.
