We still have a "Sensaphone" answering machine that does this.  Don't know
if they even make'em anymore.  Ours is from a company called Phonetics.

At a previous position we had a DuaPhone Answering machine that would
call out to 4 different phone numbers if;

1.    the power went out

2.    the room was to hot

3.    the room was to cold

4.    the room was to noisy (and alarm going off(i.e. fire alarm))

We purchased a SNMP/web interface card for our ups.  It send an e-mail

if the power goes out.  Make it real simple and was only a couple

hundred dollar option on the UPS.  We went with a Powerware 9170 6 Kva.
