Remove private authorities

I'm drawing a blank and can't find what should be easy.

I've got a folder that I set up an *AUTL for permissions like this:

CHGAUT OBJ('\UserFolders\HowTo\*.*') USER(*PUBLIC) OBJAUT(*AUTL)

One user has private authorities to every document.  I want to remove the
private authority so she will use the authorization list.  This doesn't
work:

CHGAUT OBJ('\UserFolders\HowTo\*.*') USER(JUDY) OBJAUT(*AUTL)

I've tried various options to get her name off but can't make it happen.
How do I remove this private authority?
