Got it!  I had never put her on the authorization list.  After I did that, I
did your suggestion (sort of) of:

CHGAUT OBJ('\UserFolders\HowTo\*.*') USER(JUDY) DTAAUT(*NONE) OBJAUT(*NONE)


Now use JUDY does not appear with private authority and she uses the
authority from the authorization list.
