Joe, While I won't argue that there are those that abuse the system, you must advertise for (and hire) American workers before you can use an H1B worker, and you must pay them prevailing wage. I've got H1B workers, and I assure you, they're not any cheaper than american workers. Also, you know full well, you can't plug and play a "high-tech" worker.
