Dev systems are often tweaked by programmers and others who are
experimenting.

At the risk of suggesting something stupid, but you might want to check the
basic TCP/IP and SMTP attributes, especially FIREWALL(*YES) and MAILROUTER(
111.222.333.444).  You might also check the routes and host table settings.
Check them against those on the working system.
