I was going to be surprised by this "news", but then I realized the source. 
I do hope that this kind of complete MISinformation is not taken seriously 
by the IT community, and that iSeries customers are not duped into thinking 
that the iSeries is in decline or that Windows projects are more "on time 
and under budget" than any other solution.
