For the conditions you specify, create a CL with:
STRPCO
STRPCCMD PCCMD(&URL) PAUSE(*NO)

The &URL can only be a max of 123 characters.  Building the string correctly
can be a pain, particularly if you have a "?" in it (as we needed for our
web based configurator).  You should be able to find some mention of this in
the archives, but here's how we build our URL currently:

CHGVAR   VAR(&URL)   VALUE('start' *BCAT
'http:"//servername/csesc/cse?cmd=CUSTOM_CMD"'

Nothing else seems to get the question mark through correctly.
