Might not be the best idea, but If I type mailto:someone@xxxxxxxxxxxxxxx
in the address bar of my browser it opens a blank email message. Maybe
you can try something like that.

I have a program on our corporate iSeries (running V5R3) that maintains
certain customer information in the customer master. Whenever a record
is changed, added or deleted, I would like to be able to open a new
email in MS Outlook with the subject line pre-filled so the user can
send a notification to the plants. Have any of you ever tried this?  I
can get Outlook to open using the STRPCCMD command, but have not found a
way to have it open a blank email.   

Any and all help will be greatly appreciated
