Data libraries and that genre should easily be handled by doing a 
SAVLIB... TGTRLS(*PRV).  When you restore you may need to do RSTLIB ... 
ALWOBJDIF(*ALL) MBROPT(*ALL)

Save files don't really count as a configuration object and should be in 
the same vein as data files.  The only oddity is that I had to CHGCMDDFT 
CRTSAVF ('AUT(*LIBCRTAUT)'), so you may have some messed up authority 
issues on the save files.

There are some caveats in moving configuration objects, especially to a 
lower target release.  You want to study the help religiously on the SRM 
option of RSTCFG.  You may even wish to bypass SAVCFG/RSTCFG and use 
RTVCFGSRC.

Me, I'd have to have a danged good reason to restore to a downgraded 
version of os.
