What kind of terminals?  Are you talking about 5250's, vt100's, X
stations, what?

Why no PC's?

If they want anything more sophisticated than a dumb terminal, they
would probably be best served by inexpensive PC's.

Rocket science is not necessary if you have a completely static
configuration that the user isn't allowed to change.
