Why not take away *JOBCTL special authority from the user profile...

ENDJOB?  Secure the command.
Sys-Req 2?  There's ways to do that.
Reply to a message unlike how you would have?

Is there a setting we can do to users to stop them from ending their
jobs? We had a user end a job yesterday that should not have been ended.
