This happens to me every time I install a new PC, Rob.  During the install
of Ops Nav I forget to turn on the option (I don't know which one) to
install all operations (not just basic).

I'm using iSeries Navigator these days, and there's a submenu under the File
menu called Install Options, and under that submenu is the option Selective
Install.  I think that will allow you to install more components from CDs
(or from a server).
