Using the smtp connection to sync time - it is slowly implemented, literaly slows or speeds the time clock.
Daylight savings is an instant change.
The job scheduler, when executing a job, immediately sets the "next" run date & time, so will not re-submit for the same time when "falling back", and does check & execute jobs when "spring forward".

Logically, I'd think that BRMS wouldn't care, because the
time change, especially fall back is slowly implemented, not
just snapped backward - the time in fact never reverses.  Thoughts?

As I understand it, the time _is_ snapped back 1 hour.
