Hate to contradict, but Navigator is not the Emulator - you can start a session 
from Navigator, but the emulation is still licensed with extra cost.

For personal use I bought a copy of Personal Communications for AS/400 a while 
ago - nice, as it has no licensing counts and does not require iSeries Access 
at all. It is the base product for the Access emulation. Business partners can 
get it if they have the software subscription, IIRC.
