Sound like an authority issue with the configuration files on the IFS.  Make 
sure the QHTTP profiles has update authority to the files.

So far, we know that if I try to launch the *ADMIN HTTP
server, it gets a SIGKILL and crashes.

I just tried WRKHTTPCFG *ADMIN on the affected box. It
came back "Unable to update server configuration ADMIN."
Could that be another clue?
