Sending a message to the user

HI I completed a program that sends a report to the outq. We need to tell
the user that the report is on hold, we don't want them coming round all
day long but once a day the operator will print and bring to them.

I haven't done such a message in a while, but was also wondering about
having a window popup or something, is this easily done now on the
Iseries?
if not, is it simply SNDPGMMSG?
