We do that here by changing their Maximum amount of storage.  Your end of 
day program could 
RTVUSRPRF USRPRF(&USRPRF) 
          STGUSED(&STGUSED)
&maxstg=&stgused + &DlyGrowth
chgusrprf
or some such technique.
Providing they are not members of some group profile.
Our use is for more of a safety net.  After that one systems person filled 
the disk with the query from heck...
Then a weekly report lists all users with a maximum storage other than 
*nomax and what percentage of that they are using.  I think it may be 
sorted by % used.
