I didn't see a good reply after catching up on the list today.

I'm not clear exactly what your problem is. QPWDLVL=0 does allow numeric-only 
passwords; it's just that the passwords must be _set_ by prepending the single 
character 'Q'. For example, if you want your password to be [123456], you set 
the password as [Q123456].

But perhaps the problem is that the TIM interface is somehow interfering?

Can you clarify?
