Michael,

One thing to check is the delivery mode of qsysopr message queue.
My guess is that you have the delivery mode set to *HOLD on the production 
box, 
but it is set to *DFT on the development box.
When delivery mode is set to *DFT messages will be automatically replied 
to with their default reply.
This can be changed with CHGMSGQ
