My guess is that the 'B' was on the shelf as part of a prepackaged item and the 'C' is new and will be a separate item until supplies of the older prepackaged sets are gone. As Justin mentioned, just use the higher one in this case. Note for others: On V5R3 there are 2 levels of LIC, V5R3M0 and V5R3M5.
