Alan:I don't know all of the details of your environment, requirements, etc., so I don't know how far we could go with odd-ball suggestions.
Maybe a function on the client side? iSeries Access has APIs that can watch the presentation space and perform actions such as sending [enter] keys. Not much use for terminals, but they can be handy for emulator sessions.
