I called them and received their typically excellent support: There's a bug that if a scheduled operation doesn't run one time due to an abend, it won't run ever run again. It was fixed in 5.1.2 but it was forgotten to put the fix in 5.2.1. I'm running 5.2.1. I can upgrade to the new 5.6 or scratch install 5.1.2. The work around is to reboot the HMC each time a scheduled operation fails. The same operations on another LPAR have been kicking off. I compared the schedule details on both LPARs and can't find anything that would cause scheduled operations on the one LPAR to not start. The operations are dynamic reconfiguration of our tape IOA and IOP from one LPAR to the other. It's very clear from the console events that these operations are not starting on one LPAR.
