If you have 2 systems on your network that have the same IP address you are going to have to get a traffic sniffer to watch what is happening on the wire, I recommend Ethereal. Once you download and install it, ping the address in question from the machine that is running Ethereal, and if you have to 2 machines with that IP, then you will get 2 ARP response packets back. You can shoot me a message offline if you need help with that.
