This would be on the PC you are trying to connect with.  It looks like
that PC has a duplicate IP address.  Chris Payne gave a very good
approach to finding that out.

Sounds like you have two systems with the same IP defined on your
network.  Are you running *ANYNET with APPC over TCP/IP?  Try assigning
a new IP address.
