I'll check this out.  The pubs library is offline for some reason right 
now. 

By design or not, it still seems to be odd that the user can do anything 
to the object except change authorities :-)

This is exactly the behaviour described in the "Integrated file system 
commands" table found in "Appendix D. Authority required for objects 
used by commands" of the Security Reference.
