Most modern cell phones have a GPS locator onboard. This was
required by the FCC in order for the cell phone companies to
put E-911 in place.

If you notice your cell phone bill, they have been charging
for 911 for quite a while, even though they did not have the
ability to put it in place.(Love those FCC laws)

The GPS phones have been around for a year or more that I
