Data is secured but some need access to the actual files for queries.
Queries can output to many formats and allow them a sort of data
transfer to CSV or PDF.  You just have to give access to data where the
job requires it and hope you can trust that employee.  Now to track and
report data usage so you can hold the individuals accountable with
regular reporting, etc. would be ideal.  But who has the time to review
all those logs and reports.
