Thanks for your answer. 

I think I have found the answer. Have to "switch" the server from the "P" 
(Permanent) side to the "T" (temporary) side, using the control panel, and THEN 
do the IPL. 

Will try it tomorrow and keep you posted.

Granted I work on an HMC controlled system.

In my environment a PWRDWNSYS *IMMED RESTART(*NO) does not power down the 
whole frame - just a particular lpar.  So a PWRDWNSYS *IMMED RESTART(*YES) 
would not qualify as a "server IPL".  I'd have to IPL the whole frame and 
not just a particular lpar.  Now, just because you don't have a hmc 
doesn't mean your machine is still not thinking lpar.  After all, you can 
have 1 i5/os lpar and a number of linux lpar's and still be a non hmc 
controlled system.  Although I am not sure how one controls the whole 
server without an HMC - maybe with ASMI?
