Traceroute?

First of all i am not a network guy. I have a basic understand of all the 
equipment and understand how it works. I have a situation that I don't 
understand.

AS400 820 is production system
As400 820 is identical and is the HA system

There are 2 10megabit/second lines attaching the 2 systems
Both lines are defined the same (100m Full duplex)

When I do a traceroute from Prod to HA, it takes about 2 seconds total
When I do a traceroute from HA to Prod, it takes 15-20 seconds total

I use the network address each time not the system name
Both traces come back with 3 hops
neither trace leaves the internal network loop

I would appreciate any help as to why the time differences
