Check your CHGSMTPA command and try to telnet to the server you have
configured as your MAILROUTER.  If you don't have one, I would run a comms
trace and try to send out an email, then review the trace.  If you do have
a mail router configured, telnet to that server on port 23 and attempt to
converse with it.  ie.
HELO SERVER
(you may have to run that command 2 or 3 times before it takes)
MAIL FROM: <user@xxxxxxxxxxxxxx>
RCPT TO: <recipient@xxxxxxxxxxxxxxx>
DATA
type in the body of the message
finish with a period on a single line
.

If the SMTP gateway is rejecting you, this is where you'll see it.  A comms
trace will show this info as well but its simpler to do the telnet test
first, if possible.
