There is not mail gateway used for outbound email from this server.
Mail works using SNDDST but not the mail API qtmm...

Check your CHGSMTPA command and try to telnet to the server you have
configured as your MAILROUTER.  If you don't have one, I would run a
comms trace and try to send out an email, then review the trace.  If you
do have a mail router configured, telnet to that server on port 23 and
attempt to converse with it.  ie.
HELO SERVER
(you may have to run that command 2 or 3 times before it takes) MAIL
FROM: <user@xxxxxxxxxxxxxx> RCPT TO: <recipient@xxxxxxxxxxxxxxx> DATA
type in the body of the message finish with a period on a single line .

If the SMTP gateway is rejecting you, this is where you'll see it.  A
comms trace will show this info as well but its simpler to do the telnet
test first, if possible.
