OK I ignored ONE tidbit so as to not complicate things and YOU pick that 
ONE thing right off! :-)

You CAN License an external user as an internal users. So for $250 each 
those 1, 2, 3 external users can be covered. If you are going to go past 
$4K pay the flat fee.
