It was my understanding that the "doug server" in this situation was
actually going to be a minimal implementation of the HTTP protocol.

If he's implementing the http protocol (or enough of it anyway) then,
yes, from the client side it doesn't matter. Instead of using IIS or
Apache he's using Dougs-Web-Server. It's still a web-server, great.
Perhaps I missed that he was going to implement HTTP protocol.
