SQL thinks of a key on a table as a constraint. Constraints have to,
well, constrain something.

If you make a table and a non unique index. Which one, if any, will your
RLA programs use? I just tested and I can use the index in a RLA program.
However you may have to name your index what your existing PF is if you
don't want to change the existing RLA programs.
