BRMS since V5R4 can completely automate this for you.

Mmmm, I would say V5R3 because the capability to run a SAVSYS in batch
(through the BCHTIMLMT parameter of the ENDSBS command) has been
provided by this release.

See
http://publib.boulder.ibm.com/infocenter/iseries/v5r3/index.jsp?topic=/
cl/endsbs.htm

Before V5R4, a console monitor has to be used (which has be
manually started each IPL).

Before V5R3 IMHO

Without BRMS, you'll need to start the backup manually, but a save
21 can be completely automated (read Jerrys reply and IBMs Backup
& Recovery Guide).

It is my understanding that BRMS is not mandatory to use the BCHTIMLMT
parameter of ENDSBS (e.g. you may use a CL program), but I must admit
that we use it with BRMS :-)
