One very easy solution is to use an SSH tunnel. Here's an IBM site with instructions:

As far as I know, there's no SSL capability in IBM's TELNET client. However, it wouldn't be too hard to create a proxy program that runs on the local computer and establishes the SSL connection for you. That would accomplish approximately the same thing that the SSH setup (above) does, except it would not require an SSH server on the remote machine.

Both solutions should work.
