Just picking the last message in the thread for now to say thank you to everyone who has commented on my client's requirement to encrypt even his telnet sessions between i5s on the same network. I will have more time on Wednesday to actually pursue things like just creating a VPN tunnel between the systems etc.
More new as it develops

No, you're confusing TELNET with FTP. There's no
ephemeral ports used in TELNET... it's just a straight TCP connection on
a port. By default, that's port 23 for plain-text and port 992 for SSL.


No change to IP address or port is needed during the
run of the protocol. That's FTP that uses the main port for
commands and ephemeral ports for data transfer.
