to enable/disable the auto starting of both the FTP server and FTP client

I distinctly remember "disabling" the FTP server piece as a "test" to prove
something to our resident "the 400 (i5 to me) is old and not as secure as a
Windows server" expert. I left it off and forgot about it until I tried to
ftp a savf to it this morning. No production stoppage as all our FTP for
production is with the i5 acting as a client.
