I never use DSPLICPGM, probably because there is no such command.  I also 
extremely rarely use GO LICPGM , option 10.  Instead I always use
DSPSFWRSC
I guess that comes from the days when many programs (external vendors, 
etc) would show up in DSPSFWRSC but not in GO LICPGM option 10.
