The comments were directed to _unqualified_ names; as in the original
SELECT, for which library-list was a possible issue. That is, left
unqualified, the name is not always resolved from the library-list, but
possibly from the current schema; either from the explicitly specified
library named as current schema, or as defaulted to the library named by
the USER special register for NAMING(*SQL).
When a file is named _qualified_ by a library, then the file by that
name from the named library would be used.
